My best guess is this is a 460 frame swapped with a 461 military body. Engine doesn't match frame year or vin and doesn't match body. Any insight regarding this discrepancy? The system is fully functioning and blows cool air but certainly could be colder. A simple Ac recharge should correct the issue.
